This is a project pinball that I actually bought very recently (and paid way too much for) from a local only a few miles from my arcade. I don't know why I paid so much for it - they just caught me in an injudicious mood. But anyway, I've decided to cut my losses and sell it so I can move on.
Don't get me wrong, it is a cool game, and in totally restorable condition. In fact, when you hook it up and turn it on, there are a lot of things working. I haven't done ANY troubleshooting at all - the video above contains every moment I spent with this game plugged in. I bought it because based on what it is doing, I knew I could fully restore it and get it to 100%. And so I am confident that you can do the same. I just have too many pinballs that need my attention and I don't need a 60 year old single player game taking up any of the precious time I have remaining on Earth.
But anyway, it appears to be playing with most things working - the flippers, slingshots, bumpers, and scoring is mostly working. The 1's place and 100s place score reels work. The 10's place is trying to work, but just needs someone to take it out and lubricate it and work it for a minute to get it working smoothly.
These early push-ball games don't use a standard ball count stepper unit, but just collect balls in the trough until they have all 5 there and then end the game. This one isn't catching and stopping the balls, so it just keeps cycling the same ball. That is probably something called the "ball index relay". I didn't look for this relay or do anything - just pointing you in a direction. Once that is sorted out, there may not be anything else major to deal with. Or maybe there is. I just don't know. But whatever the case, this doesn't appear to have anything missing or damaged beyond repair. I think you'll be able to get it 100%.
By the way, the guy I got it from bought it from Pinball Rescue in PA originally. That is a very good sign - those guys do really good restorations (or at least they used to...not sure if they are still around and still doing good work). He paid a small fortune for this game. Actually that is one of the reasons I paid so much for it. No, I'm not saying what I paid but it is more than it will go for here.
